Solano and Napa Counties are on the northern fringes of the San Francisco Bay Area, and both of them have sharply contrasting landscapes. Napa County is home to the Wine Country, while Solano County is a fast-growing suburban county with large residential communities.Napa VINE operates most of the routes in Napa County, while several agencies -- mostly city-owned -- operate routes in Solano County. Solano County also operates Baylink and Solano Express which provide commuter services to and San Francisco, El Cerrito, Walnut Creek, and Sacramento.

SolTrans
Operated by the Solano County Transportation Authority, it provides local and commuter services along the I-80 and I-680 corridors in Solano County, especially Fairfield and Vallejo. Its commuter services (mainly from Vallejo and Vacaville) serve large employment centers and transit hubs such as San Francisco, El Cerrito del Norte BART, Walnut Creek, Concord, and Sacramento Valley. Although these operate MCI D4500 coaches, significant differences between Baylink and Solano Express include TV on board some Solano Express buses, and capability to hold two bikes in the under carriage of all Solano Express buses, in comparison to Baylink buses owned by the City of Vallejo.

Rio Vista Delta Breeze
Delta Breeze operates out of Rio Vista, due east of Suisun City along CA-12. With services contracted to Transportation Concepts, it operates mainly weekday services in both Rio Vista and nearby Isleton. Outlying cities served by this agency include Fairfield, Antioch, Pittsburg, Vacaville, and Lodi. Daily services are available within Rio Vista and Isleton, as well as between the Delta communities and Fairfield and Suisun City, and commute-only service to and from Pittsburg/Bay Point BART.
Vacaville City Coach
This agency operates within the City of Vacaville, and its operations are contracted out to First Transit. Along with Union City Transit and Sonoma County Transit, Vacaville City Coach are among the few operators that operate an all-CNG (compressed natural gas) fleet of buses. All of its coaches have lengths of 35 feet, allowing it to operate on highly-traversed city streets. Its main hubs include:
